A MANDATE FOR ALL: THE LEGAL & CIVIC IMPERATIVES TO CONFRONT THE CLIMATE EMERGENCY

From November 12 to 14, 2025, the cities of Belém, Rio de Janeiro, and New York will host a landmark international conference, “A Mandate for All: The Legal and Civic Imperative to Confront the Climate Emergency“. The event will bring together prominent jurists, climate scientists, policymakers, business leaders, indigenous representatives, and youth advocates to address the global climate emergency. 

Organized by FGV Rio Law, the Elisabeth Haub School of Law at Pace University, and IUCN World Commission on Environment Law, in partnership with the Consortium for Ecological law, this three-day event will feature keynote addresses from internationally recognized leaders, thematic panels on

  • The accelerating climate crisis and global legal responses
  • International law and state responsibility
  • Urban climate action and sustainable cities
  • Corporate accountability and pathways to net zero
  • Indigenous peoples’ rights as a climate priority
  • The role of lawyers, bar associations, and audit courts in climate governance

With simultaneous sessions across three cities, this conference will foster high-level dialogue, legal innovation, and collaborative strategies to ensure that climate duties are met.
